[6247] Oracle EBS Financial Management Functional SME (NS)

Duties & Role

• Manage ACT Financial Systems (FinS) Service Lifecycle Management activities as part of the ACT FinS Service Delivery Team, working alongside the SSBA BA FinS Service Delivery Team.
• Take ownership of assigned business applications and services.
• Provide 1st and 2nd line support by responding to service requests, investigating and resolving incidents and problems, and advising users on changes and improvements.
• Gather, analyse, document and support the implementation of new business requirements and change requests.
• Perform and coordinate full lifecycle testing for changes before User Acceptance Testing (UAT).
• Support service operations and projects requiring cross-service integration.
• Deliver briefings and presentations to stakeholders.
• Produce monthly activity reports detailing completed work, progress, issues, and upcoming activities.
• Coordinate leave and availability with the ACT FinS System Management Team.
• Perform additional duties as required.

Working Conditions

• Full-time, primarily service support with occasional project work.
• On-site in Braine-l'Alleud, Belgium.
• Work is coordinated by the ACT Financial Controller and SSBA BA Service Delivery Manager.
• NATO-provided NPCL laptop must be used; personal devices are not permitted.
• Work priorities are determined by operational urgency, financial reporting deadlines, incident severity, and available capacity.
• Travel may be required; all travel costs must be included within the contractor's rate.

Requirements

• The candidate must have a currently active NATO SECRET security clearance.
• A minimum of 4 years current, detailed and relevant knowledge and experience.
• Basic SQL and SQL*Plus knowledge.
• Familiarity with configuration management / versioning procedures and tools.
• Able to work under pressure, on own initiative and without constant supervision, to strict and tight deadlines.
• A good team player and a good communicator.
• Experience of working in a team that delivers a highly available service.
• Competent in documenting work done.
• English proficiency level: SLP 3333 according to STANAG 6001.
• A minimum of 4 years current, detailed and relevant knowledge of and experience with Oracle E-Business Suite Release 12.1.3 and 12.2.10+.
• Basic understanding of the data model for Oracle E-Business Suite Release 12.1.3 and 12.2.10+.
• Working knowledge of the Oracle Unified Method (OUM) and/or the Oracle Application Implementation Methodology (AIM).
• Detailed knowledge of and experience with Oracle E-Business Suite Release 12.1.3 and 12.2.10+ Financials applications, including System Administrator responsibilities, from setup through functional reporting.
• Excellent understanding of General Ledger, Accounts Payable, Accounts Receivable, Cash Management and Sub-Ledger Accounting.
• Strong understanding of Purchasing and Fixed Assets business flows and setups, plus their implications at General Ledger level.
• Excellent understanding of budget accounting (summary accounts, budgetary control configuration), encumbrance accounting, accrual accounting, and Public Sector accounting processes.
• Ability to perform a range of Financials associated duties, including reconciliation, consolidation and revaluation.
• Understanding of month-end and year-end processes for predefined sub-ledgers and General Ledger.
• Understanding of Finance-related reporting, including standard reports and the functional design of additional reports.
• Thorough understanding of bank reconciliation processes and electronic banking payment formats.
• Knowledge of finance approval workflows for Accounts Payable, Purchasing and General Ledger.
• Understanding of internal controls, including user access, responsibilities, security rules, report groups and profile options.
• Understanding of flexfields configuration.
• Workflow monitoring and troubleshooting.
• Understanding of standard open interfaces.
• Understanding of Approval Management Engine (AME) configuration.
• Experience writing detailed functional design documents based on new or changed business requirements.
• Experience reviewing business procedures and functional setup.
• Experience making recommendations for changes and improvements based on best business practices.
• Experience preparing, executing and documenting unit tests, system tests and user acceptance tests.
• Ability to work with System Administrator and Application Developer responsibilities.
• Experience with WebADI.

Desirable

• Recent experience working within NATO.
• Good knowledge of and experience with Oracle EBS Release 12.1.3 and 12.2.10+ Purchasing applications and Procure-to-Pay (P2P) processes.
• Knowledge of and experience upgrading Oracle EBS Release 12.1.3 to Oracle EBS Release 12.2.x.
• Prior experience supporting NATO's custom Oracle EBS Travel add-on.
• Experience using helpdesk ticketing systems such as BMC ITSM.
